Overpowered LE Runes

I was mostly confirming what was being posted.

But to discuss specifics:

• Insubstiantiate dodged the Stealth duration nerfs, so is a candidate for a small adjustment in that area (it's small because the nature of the ability means that a duration isn't all that big a deal)
• Sonic Aura 3 is in reference to Haunting Spirit specifically
