I was looking at the list and it seems to me that it is rather unfair.
The majority of more or less skilled limited players signed up for IS, which is simply terrible. The fact that there is 8 lieutenants and 1 warrior is terrible ratio wise. And now lets be honest and imagine if those players decided to invade the lands of KF? Would seem a bit cruel, wouldn't it?
