   Reproduction Steps:
   1. Deploy Bridge to Nowhere.
   2. Wait for Relocate's cooldown to be off.
   3. Activate it.
   4. Choose an inaccessible space.
   5. The ability will go on cooldown, you'll be given an error in combat log and effectively waste your relic's movement.

   Was missing targeting flag for tiles that can be occupied by the ability user.
