I found that a worrying part of the new rune suggestions. Will rarity now equal power? i.e. will a BG stuffed with rares automatically beat a BG stuffed with commons in terms of potential power?

In general, I would disregard that comment. Rarity tends to equal utility which tends to equal power, but meh, when designing a rune, just try to keep it in the curve I would say.
