Terrify does not drain AP nor force movement

I used Terrify on a Boghopper Huntmaster. The Huntmaster was shrunken from a Crushing blow and had 4 ap remaining.
The Huntmaster did become Frightend but did not lose his 4 ap and did not move away from the Umbral Wulf
