Tortun Land Cannon counting as an attack

Used a tortun land cannon against a Garu Medium with pawn. Pawn says "next successful attack is redirected," but tortun land cannon says "This is not an attack." the cannon proc'd pawn and was redirected.

 

The damage from Echo Chamber also triggers as if it were an attack.

 

the problem is with pawn.

 

Also, one with nora behaves the same way I think.

 

the defensive ability that grants immunity on "attacks" but in fact triggers from most (if not all) damage sources. like tidal wave, for example.
