It doesn't actually dispel, it just resets the champion (besides the HP) as if it just entered play. That's why it also removes equipment.
Vertical Push saves the HP status of the champion, but other than that it acts as a redeployment effect, so for example VPing a Divine Favor champion will cause its favor to trigger again. Working as intended.
It's a very good spell, one of the best. But it is 55 nora, there are more efficient spells for dmg. The dmg is nice, but the reason everyone uses VP is because of the spot removal, disarm, and dispel nature of it.
