    Used Barrage against an Elsarin Reaper with a Elite Skirmisher that had Precision from Mark of Redemption. Opponent had used Whispers of the Mind on it and the attack still missed despite precision.

    It does. However the Elite Skirmisher still had its Quiver so it deals Frost Damage.

    Confirmed that Precision does not counter the miss from Whispers of the Mind.
