Who will represent the splits?

I think there should also be a council dedicated to discuss revamps if any, for the split races (Kanen, Stitched, Leoss, please do revamp the Tortun). Elected council members from existing faction council may be nominated for the splits council.

I would agree with GabrielQ on torts. This council would have at least 4 for each split race.

Split races are the least of my concerns, they are relatively enclosed within a selection of runes and to nerf them you have to target them on purpose. But there are a lot of little synergies in each faction that may potentially be the starting place for a mechanic split or other kind of cross faction theme development that I'm afraid they'll be butchered mercylessly.
