Call to War does not currently appear to be working as intended. The rune text indicate it decreases the cost of the next three draksar and gives desert camouflage. Upon casting the spell the area with the little box with faction bonus shows that Call to War has been cast, or more accurately that "effect.call_to_war.name" has been cast. This effect indicates that the next three draksar played cost 10 less nora and give the units Mountaineer. However, the deployed unit has neither Mountaineer nor Desert Camouflage. Beyond that, there is the fact that sometimes the costs of any draksar in the runedock have their cost reduced while other times they do not and the cost to the nora pool is simply 10 less than indicated on the rune itself.
Fixed Desert Camo and text for next patch. The nora cost part seems to be working though, that said, as you noted, there is a visual bug with displaying nora costs in these instances not specific to this spell.
