I thought the general consensus was that it blew. Although I heard they patched and updated it bit by bit to, well, blow less.
The majority of people who felt that it "blew", from my experience, were people that were trying to play it like a typical MMO (such as WoW or SWTOR or whatever), rather than those who tried playing it more like an Elder Scrolls game. The people in the other camp seem to feel that the game was/is awesome. I have it, but haven't really put much time into it yet, as I kind of over-Elder-Scroll'd myself on Skyrim.
In my experience it is rather underwhelming as an MMO, and if I'm looking for an Elder Scrolls experience my modded out Skyrim is a better experience with the added benefit of not having to interact with other people.
