Is the levitating condition necessary?

Capitulator I need me some PIE!

Grant:Flight doesn't actually grant the Flying condition (or the Flight ability) it grants "Levitating" instead. From what I can tell:
    - both Levitating and Flying counter the effects of lumbering
    - Levitating doesn't trigger Windstriker
    - Levitating doesn't counter the Aquatic movement penalty

I guess Levitating also won't trigger Aerial Supremacy or any other condition that checks for Flying.

So why does it exist? Is this just to prevent self-synergy with Windstriker on champions like the Tortun Galesinger? It seems like a really unintuitive distinction, especially since none of the description text tells you that it doesn't actually grant proper flight.

Personally I'd like to see Levitating condition removed and just use Flying/Flight for everything.

It exists because that's how it was done a LOOOOONG time ago. I thought it was already changed it, but apparently not.
