I full believe that for Pox Nora to succeed as a game that it needs to make every facet of game play plausible or remove it. Currently cool down reduction and scrying aren't worth their weight in rend and it is simply because there aren't enough unique abilities/effects that are integral to a battle group that they would want to search for them. There isn't a chance of 'not getting' what you need because of the large amount of rune reveals and shrine scry you are already afforded. There is a lot of design space that could be opened up and battle groups that could become a viable option if things such as scry were made more relevant and had a benefit for being used. Whether or not they choose to embrace that fact or continue on the current path is the choice of the players and designers but something I believe won't bring about fruition. That was not gibberish.
It shouldnt be able to hit summons, simple and plain. The % could be toned down a bit as well, 15N every two turns is phenomenal.

I agree that flame siphon could Hurt More, Have reduced range, or hit only real champs, but The reason why scorched dwarf is better, is because of Demon Elf Bound..if you dont have any Demon Elf in Play, your opponent will also gain the nora at the start of its turn, so its harder to run, and you need to have a Demon Elf in play, else you dont gain any nora advantage
First you say scorched dwarf if better, then make an argument for why he isn't better. Confused much?
