If it doesn't say it doesn't stack, then it should stack. The first one is certainly an issue though.
Found 2 more bugs with this skill: 1) Shrive does not remove territorial stacks despite the fact that they display as conditions. 2) Territorial seems to trigger on summons. To produce these bugs I was using shrive on a Sundered Hellion, and the same Hellion was gaining a stack of territorial from the Lesser Bone Maulers "summoned" by bone fracture (provided to a Blackblade Baron with a Cloak of Skulls), and from the "summoned" Grave Warriors from Death Nova: Skeletons on Bone Mine. This made my opponent able to get a 15 speed, 45 attack, 8 defense Hellion who was un-shriveable by attacking my units in one turn, which was pretty insane.
