Honestly, I doubt it, there are always dumb azzholes stealing names, but what gives?

You can make your own forum avatars and upload them. Is there an avatar in particular that you are looking for? It looks like all of them are essentially reformatted back down to a 200x200 picture.

 

Newly risen and ready to rumble. There'll be more to talk about once some new content comes through, of course.

 

Lol. Seriously though, on the SoE forums once a guy posted exactly that same message when talking about certain developer, and the moderators banned him. (Tip: No, it wasn't me.)
