so they post here on new status cost for all runes: http://forums.poxnora.com/index.php?threads/re-costing-update.4598/ based on nora/dmg/spd/range/def/hp I start this work because I was love Mysian Lamia before they kill her, now they give her a little buff, so I want to check her price and to compere her to other runes with same status, I look at ~600 runes to find runes with close status, all the runes I compare have 6 spd and 2-4 range, so i will post only nora/dmg/def/hp, here is what I find: Mysian Lamia 49/10/0/45 Ice Wurm 54/10/1/45 Grintmaw Rockslinger 53/10/1/44 Firk Thornflinger 51/10/0/45 Angel of Chaos 47/11/0/46 cost less have more dmg and hp Azaren the Shepherd 56/10/1/48 Fire Salaman 53/10/1/44 Yeti Shaman 50/9/0/45 cost more have less dmg Wyrmpriest 48/9/0/43 Voil Screecher 53/11/1/43 Voil Bomber 51/10/0/46 Valdac 65/10/2/61 - maybe cost too much? Tomb Lord 54/8/1/49 - maybe cost too much? Spark Crone 57/12/1/46 - maybe cost too much? Skywing Agitator 51/10/0/45
Those are maybe 4-5 points off each. Some of that is due to defense. We don't actually know the new formula, but this seems fine to me. Lamiya -- same for most champions -- is bad because it has a lot of expensive abilities. Shrinking Scion could be 5 points of DMG and a point of SPD.

Imperator has a manual cost decrease because it doesn't have a normal attack and because of how terrible it was.
this is not an answer they said every thing has is cost, so give him attack. change him in other way, don't brake the rules
It's not possible to NOT break the rules, since poxnora has so many unique champs with intricate abilities. But it is good to have a sort of basis for nora cost, instead of it just "coming out of the head" kind of thing, like it was before.
I recommend diving into the myriad threads were people have discussed, in great detail, the pros, cons, and considerations involved with a costing formula. That might help assuage your concerns, or at least address them.
