While the champion itself is fine, I don't think it fully takes advantage of the salaman synergy. Aim will drain the champion of AP and you don't get a lot of using ir repeteadly with salaman ingenuity cooldowns. I would rather have a champion with barrage that makes the most of both ingenuity damage and cooldowns.
I do believe that 4-6 range can be problematic for salaman, which have such easy access to additional damage. I'd give it easy target and raise up it's defense a bit so it's around 72 nora.
Salaman have two real problems: 1) They are fragile enough that spell spam kind of murders them. 2) dispel destroys them like no other faction. This deals with neither issue. Also I think you are overestimating the cost of that statline.
I worked the cost out from Poxbase - so could be wrong 1) True and no it doesn't... But we do have a couple of relics to make it more costly and less effective, so there are options there 2) I'll be honest, in my multitude of games, I've never been his with dispel using Salaman, ever Finally, I seriously think the theme misses another ranged option outside of hunter.
